Given that that bell is located on what appears to be a 90s NS install (and on a former SOU line per the DOT number), I'm guessing the GFRR must've re-used it from somewhere to replace the original Safetran bell.

Also looks to have been re-used from somewhere else by the GFRR (I'm guessing one of their ex-SCL lines).

i just thought since it was near the ground someone could just unscrew it off the pole and get away with it

They aren't exactly light-weight, basing that on the fact that I own a couple, and there's also the fact that you'd need to cut the wires to the bell and there's no guarantee that the bolt(s) holding the bell to the mast aren't frozen either. Plus, given that's right in the middle of the downtown of the community there and said community's in the middle of nowhere in Georgia, it ain't a desirable one to steal, even if someone who might want to steal one's able to get there.
